Budget breakdown: only categories with spend or budget

Personally I care about two types of categories in the overview page: 1) categories with spend this month and 2) categories I intend to spend under this month.
The budget breakdown settings has an option for "only categories with spend" which gets me half way there, however I would love if I could also see categories with zero spend but budget > 0 at the same time.
Esstentially a "only categories with spend or budget" option for the budget breakdown.
