Allow per-budget Email Notification settings

I have two budgets, and although some of the Settings appear to be per-budget (e.g. "Details"), the Email Notifications are synced between the two budgets.
I would like to turn off email notifications for one budget, but keep them on for the other. And there doesn't appear to be a way to do that right now.
To reproduce:
- Log in to an account with multiple budgets
- Go to Settings page for Budget 1, change email notification settings
- Switch to Budget 2
Expected: Budget 2's Email Notification settings are independent from Budget 1's
Actual: The two budgets' Email Notification settings are synced

Email notifications for digests are now enabled/disabled per budget account instead of per user. š
