Currently the toggle for 'Hide categories with no activity and no budget' is located under 'Budget Settings'. It would be great to have the toggle option permanently accessible from the main Budget page, rather than requiring users to go into Budget Settings.

This would make it easier to quickly show and hide categories, especially when budgeting for future periods or when wanting to add a budget for brand new categories that would initially be hidden if the toggle is enabled.
