Is there a way to organize budget categories and sub-categories into 'must pay' or recurring vs categories where budget can change.

For example, mortgage & utilities are a must but eating out is not necessary and if we need to save, we can pull budget from here each month. If we know we have to repair a car, we move some budget from eating out to here in September, but then in October we have a birthday party so budget can be allocated there.
