Forbid individual categories total budget over exceed their parent group budget

Right now, I have "wants", "must-haves" and "savings" category groups, and I budget my money accordingly, like 30/50/20.
What I'd like is to be able to set individual categories budget within a group and not do the math myself: simply set the category group budget, and then it would show me if I have put in too much for all the categories in the category, or how much is left until I reach group budget.
Does this make sense?

When budgeting by category, subcategory amounts should not increase the parent category budgeted amount.

For example, if I have a 'Food' category group with 'Takeout' and 'Groceries' as subcategories, setting the 'Food' level budget to $100 should only give me $100 to assign between the two categories. Currently, I can assign whatever I want in the subcategories and it'll just increase the category group budgeted total.
