Enable notes for categories (not just per month)

We can make a note for a category for a given month. But I would like to be able to make a note for a category in general, to note things like:
- what items I want to include or exclude from that category
- thoughts/plans for budgeting for that category. e.g. an annual amount that I need to track against monthly budgeted/spent amounts.

I would love something like this. Especially an option to keep notes on categories for each budget period.
For instance, I have notes for how much per-check I want to set aside and I want to keep that note every month so I know how much to set aside for each category without flipping between budget periods.
