I only take my cat to the vet once a year so that doesn't mean I need to see vet under the pet category on my budget every month just because I need it to be under the pet heading.

This has been addressed in a previous release and can be achieved using the "Hide categories with no activity and no budget" toggle under "Budget Settings".

I absolutely agree with Kat here, this would be a much better way to organize the budget

Essentially a checkbox on the category that says "Only display on budget if transactions assigned". This would still allow us to group budget categories but would make the budget itself much cleaner and condensed.
