Split rule claims no "No updates for matching transactions found"

Creating a rule, either manually or via the transaction in question that I want to split, seems to all work fine.
But then when I go to apply the newly created rule, it gives the following info message:
"No updates for matching transactions found. This may be because there are no matched transactions, or all matched transactions already have the rule effect. Non-update effects, such as sending an email, are not applied."
However, if I change the "Rule Effect" to just simply add a tag, instead of splitting, it's able to correctly find all the transactions.
No changes to the "If..." / "Rule Trigger" section at all. I just open the rule, press "Remove Split", and then add a "Add tags" action with some dummy tag. Press "Save and Apply", and then it correctly finds all the relevant transactions.
