Rules table column headers are cut off

On the Rules page, the "Last Triggered" and "Priority (i)" columns aren't wide enough to show the full header text, and the sorting indicator icon. The "Last Triggered" column displays as "Last T" and is not intuitive.
Possible solutions:
- Set wider width for the two columns
- Add option to resize columns
- Add tooltip on hover to display full text

Would be great to also add tooltips on hover to show full text for any contractions across the app (eg. "Proj." or "Estd." on Overview).
