Creating split rule from transaction is broken

On the Transactions page, creating a split rule from the 'Edit Transaction' panel doesn't work. After entering the split rule information, the split details are not saved.
Creating split rules directly from the Rules page works correctly.

If I try to create a rule from a transaction that includes a split action, when I save the split criteria it just looks like the first screenshot after, only looking to set the payee name.

Every time I click save after entering split transaction details, it takes me back to the rules screen without saving the split transaction info.
I'm effectively unable to use this feature, which is such a bummer because the feature it incredible!
