Amount fields reject zero after decimal point and comma

Zeros are not accepted after a decimal point or decimal comma in amount fields throughout the app (e.g., Transactions, Accounts, Recurring). When entering a value such as 5.90, the trailing zero is not added. When entering a value such as 5.09, the zero entered immediately after the decimal separator causes the decimal point/comma to be removed.
