Allow delete of empty category without merge

When setting up categories when first onboarding, I want to be able to quickly delete categories I don't think I need. When I do this currently, it asks me what I want to "merge" the category into. This is unnecessary and slightly confusing when it's an unused category

I realized that the "Delete" button was actually placed in a spot that wasn't obvious. It's always been possible to simply delete a category and we've since moved the button to be in a more conspicuous spot, under the Merge & Delete button :)
