Update account balance when updating a transaction

Right now, only POST transactions updates the account balance. If we're updating a single transaction, it doesn't update the account balance accordingly.

POST and PUT /v1/transactions both now support a new option: skip_balance_update. This means by default, inserting and updating transactions via the API will update the asset balance, if applicable.
